SP 28
This substance may be carried under the provisions of Class 3 or Class 4.1 only if it is so packed that the percentage of diluent will not fall below that stated, at any time during carriage (see 2.2.3.1.1 and 2.2.41.1.18). In cases where the diluent is not stated, the substance shall be packed so that the amount of explosive substance does not exceed the stated value.

This substance shall not be carried under the provisions of Class 4.1 unless specifically authorized by the competent authority (see UN No. 0143 or UN No. 0150 as appropriate).
