This substance may be carried under the provisions of Class 3 or Class 4.1 only if it is so packed that the percentage of diluent will not fall below that stated, at any time during carriage (see 2.2.3.1.1 and 2.2.41.1.18). In cases where the diluent is not stated, the substance shall be packed so that the amount of explosive substance does not exceed the stated value.

When phlegmatized with water and inorganic inert material the content of urea nitrate may not exceed 75 % by mass and the mixture shall not be capable of being detonated by the Series 1, type (a), test in the Manual of Tests and Criteria, Part 1.
